Legislative Analyst Liz Hill has just published her annual fall outlook on the state's fiscal condition, and it contains few if any surprises. She puts the size of the state's structural gap between projected revenues and expenditures at about $10 billion for 2004-05, and $14 billion if Schwarzenegger follows through on his promise to repeal the increase in the car tax.
